NYC College Bound Program

100% of High School Graduates into College

Most non-graduating High School students into Post Secondary Education


 

The reality is that in New York City, the opportunity and educational infrastructure is in place for almost every NYC High School graduate to attend college. The opportunities for non traditional post secondary education are also in place. The challenge is to set the expectations and give students timely information about their choices and available resources.

 

Although this may seem counter intutitive or perhaps overly idealistic, consider what John Edwards is acheiving in North Carolina with the College For Everyone project. The results could fairly be described as "tipping point" changes.

 

To see a recent tipping point change in the world of health, consider this article published in the New York Times, May 19,2008.

Excerpt:

Since 2005, central-line bloodstream infections . . . have fallen 55 percent in adult intensive care units at the city’s 11 public hospitals. . .  Ventilator-associated pneumonia . . . declined by 78 percent.

 

The approach

Set the rules. Focus on accountability and transparency. Measure results on a continuing basis to inform action.

Create the time, during the school day, for teachers to collaborate and for professional learning teams to grow.

Install a process that identifies and can intervene with students fast enough to keep small problems, small.

 

The rules

1) Show teachers, students, fellow peers and community respect.

2) Stay out of serious trouble in high school, college and in the community.

3) Apply for federal financial aid and prior to March 15th of each year.

4) Ask for help when you need it.

Creating the time

The challenge is that the teaching and administrative staff are already overloaded with the demands of doing their real job - managing the learning process in their classrooms. In a busy school, it is very hard to carve out the time and focus needed for real continuity. Meanwhile, it is well understood that only a sustainable, continuing focused effort can succeed.

 

The "secret sauce" is changing the communication eco system in the building. Once the situation is framed in a communication ecology model, tipping point solutions are possible. When transparent feedback measures are embedded in the communication eco system, real time evidence is available to make effective day to day decisions.

 

This program is designed to lead to a self sustaining process that will become a "way of doing business."

During the process, a school based professional learning team will emerge that will take over the on site time contribution of Josefowicz Associates. Since the IT costs are essentially zero, the challenges to implementing a scalable solution can be overcome.

 

This program has three tracks:

1. Create teacher focus on seniors.

2. Gather information from students.  (teachers, interns, on line surveys)

3. Get information to the students using leading edge communication techniques - both on the web, in print, and in face to face meetings. (for a generic example of a website and webbased survey, go to  http://www.HighSchoolPubCenter.com and follow the links.

 

Create Teacher Focus on Students

The first week of the semester:

Students are required, in their computer class, or at other times that they have supervised access to the internet, to answer an online survey, created by Josefowicz Associates in collaboration with the administration and teachers at the school.

 

The measure:

A complete student register list will be compared to survey responses on a daily basis to ensure that every student has entered the survey information. It is expected that about 70% of the information will be forthcoming quickly. The balance will probably take a couple of weeks to complete.

 

Week 2:     2 hours on site

Student interns from the Senior class are selected for a paying internship. Each student gets a list of approximately 30 students in the Senior class. The interns job is to contact and follow up with each student to remind them to fill out the survey. During the course of the engagement, the interns will maintain a conversation with their 30 fellows. Josefowicz Associates will manage the interns.

 

The measure:

Interns will be managed through an online website, which time and date stamps all conversations. A minimum internship requirement is to answer project based email requests within 24 hours. Once a week the interns will meet with management, Josefowicz Associates, to report on progress in conversations with their 30 students. Performance evaluations  of the interns will be made each week. One sub standard evaluation will get a notice. Three sub standard weekly evaluations will result in replacement of the intern.

 

Week 3:   4 hours on site

Binders will be delivered to each teacher who has seniors in their class. The binder will have the survey information and a photo of each student on one single sided page. The teacher binders will be organized consistent with the teacher's register on day one. As changes are made to the register, teachers will receive a new page, that can be added. Within each class, the student pages will be organized alphabetically.  The Administration binders - One to the Assistant Principal, one to the Guidance Counselor, one to Josefowicz Associates will have a page for every student in the senior class. These pages will be created directly from the school register to ensure that absentees are not ignored.

 

Josefowicz Associates will lead 2 Common Planning Time meetings per week. The form of each meeting will be similar. Focus on each student page. Note what they need to get on track for college. Write on their page the next step for that student. Since every classroom teacher who touches that student will be present, they will all get on the same page aqs to what that student needs to do next.

 

The measure:

The requirement will be to go through the each student in the senior class within 3 weeks. Given that there are between 90 and 125 students in each senior class, this means that each meeting will have to focus on between 15 and 20 students (2 meetings per week.)

 

Week  4,5,6 12 x 3 weeks = 36 hours on site

 

Each meeting will consist of a comfortable, professional discussion of between 15 and 20 students. Teachers will be encouraged to suggest interventions and highlight problems.

 

The measure:

Since all comments will be noted in the master binder, by a JA associate, we will have a continuous record of teacher comments and committments. Consistent with our previous practice, once teachers understand that their work is being recorded, the environment is professional and collaborative, and the time they are being asked to commit is during the normal school day, compliance is usually a non issue.

 

Week 7: 4 hours on site

 

Reprinted binders will be distributed to teachers and leadership team. The process of weeks 4,5 and 6 will be repeated with the addition of  marking that a student is "on track" or "not on track".

 

The measure:

The collection and examination of the binders will work as a transparent accountability of the teacher's participation. Since it is embedded in the activity, this should preclude any nagging or browbeating about filling out the binders. Since each teachers notes will be accompanied with their initials, it will be simple to assign accountability.

360 hours @ $75 per hour = $27,000
